Blower vs open-air GPU cooler
A blower cooler exhausts a GPU's heat out the card's rear bracket. An open-air cooler vents it into the case for the chassis fans to remove.
A blower cooler uses one fan to pull air over the heatsink and exhaust it straight out the card's rear bracket, so the heat leaves the case entirely. An open-air cooler uses two or three fans that blow down through the heatsink and release that heat inside the chassis. The case fans then have to carry it back out.
Workstation cards like the RTX 6000 Ada and the RTX A6000 use blower coolers, since they're built to sit one slot apart in dense multi-GPU chassis. Each card handles its own exhaust regardless of what sits next to it. Most GeForce and Radeon gaming boards go the other way, 2.5 to 3.5 slots wide with two or three axial fans. They need clearance on every side to work. Pack four of them into one chassis and the middle cards end up breathing their neighbors' exhaust.
Spec blower coolers for any build with more than two GPUs in one case, or wherever cards sit shoulder to shoulder with no gap. Open-air is fine, and usually quieter, for a single card or a well-spaced pair with strong case exhaust.
